David Dugan

Chief Financial Officer

David Duggan is a seasoned financial executive with more than 25 years of experience in corporate finance, accounting, and strategic leadership within private equity-backed and global organizations. He most recently served as Chief Financial Officer of BP Environmental Solutions, LLC, where he led financial strategy, recapitalization efforts, acquisition integration, and operational finance initiatives. He concluded his tenure in October 2025 following the company’s successful sale to a larger private equity sponsor.

David currently serves as a fractional CFO and strategic financial consultant, advising growth-oriented and private equity-backed companies on capital structure optimization, cash flow management, financial reporting, and operational scalability. He partners closely with executive teams and boards to strengthen financial infrastructure, enhance profitability, and prepare organizations for recapitalization or exit events.

In addition to his executive leadership experience, David advises employers on strategies to reduce healthcare expenditures while enhancing employee benefits. He partners with organizations that implement employer-sponsored supplemental medical programs designed to lower taxable income, reduce claims exposure, and improve workforce access to care—without disrupting existing health plans. His work focuses on aligning financial strategy with employee wellness to create measurable cost efficiencies for both employers and employees.

Earlier in his career, David held senior finance leadership roles in global and private equity-backed organizations and began his career in public accounting with Deloitte, building a strong foundation in audit, controls, and financial governance.

David is a Certified Public Accountant (CPA) and Chartered Global Management Accountant (CGMA). He earned his Bachelor of Science in Accounting, cum laude, from La Salle University.

A Gulf War-era veteran, David served in the United States Army’s 1st Armored Division from 1990 to 1992. He remains active in community and nonprofit leadership initiatives.
